India introduces biometric Aadhaar authentication for LPG subsidies to curb misuse

From October 1, 2026, Indian domestic LPG consumers will be required to complete biometric Aadhaar authentication to continue receiving subsidised refills, aiming to strengthen subsidy delivery and prevent diversion.

India is set to make biometric Aadhaar authentication mandatory for domestic LPG consumers who want to book subsidised refills from October 1, 2026, in a move the government says is aimed at tightening subsidy delivery and preventing misuse. The Ministry of Petroleum and Natural Gas said consumers who have already completed the authentication do not need to do anything further, while those who have not yet done so will need to complete the process to continue receiving cylinders at the regulated retail selling price with the applicable subsidy.

The ministry said that as of September 19, 27.43 crore active domestic LPG consumers, or 89.9 per cent, had already finished the authentication. That leaves a smaller share of households still to complete the check before the new rule takes effect, though the government has not indicated any separate grace period for those who remain unverified.

Consumers who still need to comply can complete biometric Aadhaar authentication in several ways, including at the time of cylinder delivery, at the distributor’s showroom, or through the mobile app of their oil marketing company. The apps named in the reports include IndianOil ONE, HelloBPCL and HP PAY, giving households both in-person and digital routes to finish the process.

According to the reports, the policy is intended to ensure that subsidy support reaches genuine domestic users rather than being diverted to commercial or industrial use. It also reflects a broader government effort to link welfare delivery more closely to identity verification, a system that has already been rolled out across other public benefit schemes.
