Cyprus delays full integration of new tax platform to early 2027 amid system upgrades

Cyprus’s Tax Department has postponed the nationwide rollout of its new Tax For All platform until early 2027, citing delays caused by necessary system upgrades and integration challenges. The move marks a significant shift in digital tax management, with a staged transition underway to modernise and streamline tax services.

Cyprus’ Tax Department will shift all direct taxes on to its Tax For All platform in early 2027, delaying a broader rollout that was initially expected to cover returns for the 2025 tax year. The move comes after changes introduced by the tax reform could not be integrated in time, pushing the transition beyond the original timetable. According to the department, taxpayers will begin filing and paying income tax through Tax For All next year rather than through TAXISnet, the older system used in recent years.

The change will affect personal and corporate income tax, the special defence contribution, capital gains tax and immovable property tax. These are the main levies collected directly from individuals and companies on income or property, and Tax For All is being positioned as the department’s single digital environment for both the public and its own staff.

Work on the platform has already advanced in stages. During 2025, the department brought key employer PAYE functions online, allowing those returns to be filed, managed and processed electronically. It also completed a link with CYLogin, which provides a single secure sign-in route for taxpayers and professionals. User testing has continued on other tax modules, with officials checking performance, functionality and security before wider launch.

The department has also been using the rollout to modernise its back office. It has expanded robotic process automation to reduce routine administrative work and begun limited internal trials of artificial intelligence for data analysis and decision support. At the same time, it has run training sessions and webinars for staff, accountants and tax advisers, while also launching a dedicated support page and digital assistant to help users navigate the new system. The government says the support website offers central guidance, including user instructions and frequently asked questions.

The staged transition comes after a difficult period for the platform this year. Cyprus reopened Tax For All on 21 July 2025 and extended deadlines for certain VAT returns and payments due at the end of May 2025. Officials also said the start date for some withholding tax declarations would be announced later, with payments in that area still handled through the Tax Portal until the full handover to Tax For All is complete. The department has separately said the 2025 individual income tax return deadline is 31 October 2026, while indicating that from the 2026 tax year onwards, returns will be submitted exclusively through Tax For All.
