Tamil Nadu expands online asset declaration deadline amid transparency drive

Tamil Nadu has mandated its state government employees to file detailed online disclosures of assets and liabilities by October 31, marking a significant step towards enhanced transparency in public administration.

Tamil Nadu has ordered state government employees to file detailed statements of their assets and liabilities online by October 31, widening its disclosure regime as part of a push for greater transparency in public service. According to local reports, the requirement applies to staff covered by the state service rules but excludes All India Service officers.

The move follows an amendment to Rule 7(3) of the Tamil Nadu Government Servants’ Conduct Rules, made in January 2026. Employees must report their holdings as of December 31, 2025, and the filing is to be completed through the Integrated Financial and Human Resources Management System, or IFHRMS, rather than on paper or in person, the reports said.

The declaration must cover immovable property such as houses, plots and agricultural land, including assets held in the names of family members. It also extends to movable property, including jewellery, vehicles, bank deposits and investments, along with loans and other liabilities. Officials have been told to use the portal’s prescribed forms for immovable property, movable assets and debts, and to verify the details before submitting a copy for their records, according to the reports.

The government has also made the deadline part of personnel monitoring. Times of India reported that the filing date will be entered in an employee’s annual confidential report, while late or missing submissions will be treated as a breach of conduct rules. The online system is intended to centralise records, improve monitoring and make it easier to spot gaps between declared income and wealth.
