Promoters now have until 21 October 2026 to file their Quarterly Progress Reports, as UP RERA gives project teams more time to adapt to mandatory digitally signed certificates.
Uttar Pradesh’s real estate regulator has pushed back the deadline for filing the Quarterly Progress Report for the quarter ended September 30, 2026, giving promoters until October 21 to complete the submission. According to the authority’s statement on October 10, the extra time is meant to smooth the shift to a new digital process for the certificates that must accompany the report.
The change follows an Office Memorandum dated September 30, which introduced a revised filing workflow on the UP RERA portal. Under the new system, promoters must upload the report together with digitally signed REG-1, REG-2 and REG-3 certificates from the architect, engineer and chartered accountant involved in the project. Hindustan Times reported that the use of Digital Signature Certificates is now mandatory for those documents before submission.
The regulator has framed the extension as a practical measure rather than a relaxation of compliance. It gives project teams and their professionals more time to adapt to the portal’s updated requirements, verify that the certificates are correctly signed, and avoid technical or filing errors at the last minute. UniIndia reported that the three certificates must be signed separately by the relevant professionals, reinforcing the role of digital authentication in the quarterly reporting process.
Quarterly Progress Reports remain a central part of the oversight system under the Real Estate (Regulation and Development) Act, 2016. They allow regulators to track construction progress, financial disclosures, approvals and other project milestones, while also giving homebuyers a clearer view of whether a registered project is moving as promised. UP RERA has said procedural guidance for the new digital filing arrangement is available on its portal, and promoters have been urged to coordinate early with their professionals to ensure timely compliance.
