First-time formal-sector workers can receive up to Rs 15,000 under the government’s employment scheme, but eligibility depends on EPF status, salary, continuous service and completion of a financial literacy course.
First-time workers entering India’s formal job market may be eligible for a government payment of up to Rs 15,000 under the Pradhan Mantri Viksit Bharat Rozgar Yojana, but the incentive is tied to more than simply landing a new job. According to reporting by Business Standard, the benefit is available only to workers who meet a set of employment, salary and registration rules, and the second instalment depends on completing a financial literacy course.
Under the scheme’s employee-facing arm, the worker must not have been an EPF contributor before 1 August 2025, must join an eligible establishment between 1 August 2025 and 31 July 2027, and must earn no more than Rs 1 lakh a month in gross pay. Drishti IAS said the programme is designed to support first-time entrants to the Employees’ Provident Fund Organisation system, while other summaries of the plan place the scheme’s broader goal at creating 3.5 crore jobs by 2027.
The payment is not made in one lump sum. According to the scheme details, the first instalment of as much as Rs 7,500 becomes payable after six months of continuous service, while the remaining amount is released after 12 months, provided the worker also completes the required financial literacy module. The full amount is linked to the employee’s EPF wage and may not be identical for every beneficiary, with part of the second tranche potentially directed into a savings instrument rather than paid out immediately.
That literacy requirement is central to the scheme’s design. The second instalment can be withheld if the worker has completed the employment period but has not taken the prescribed course, which is meant to improve basic understanding of saving, provident fund contributions and banking. Business Standard also warned that workers should check their Universal Account Number, Aadhaar details and bank account linkage on the EPFO member portal to avoid delays or errors in payment.
The incentive for workers sits alongside a separate employer subsidy under Part B of the scheme. Drishti IAS and other explanatory summaries say firms that create additional formal jobs can receive support of up to Rs 3,000 a month per qualifying new employee, generally for two years, with manufacturing employers eligible for a longer period. That means the worker’s Rs 15,000 entitlement depends on individual eligibility, not simply on whether the employer also qualifies for support.
