First-time workers must complete EPFO course to unlock full ₹15,000 PM-VBRY payment

India’s new jobs-linked incentive pays eligible first-time employees in two instalments, with the second dependent on 12 months’ service and completion of a financial literacy course.

The Indian government’s new jobs-linked incentive scheme is promising up to ₹15,000 to eligible first-time employees, but the money will not arrive in one go. Under the Pradhan Mantri Viksit Bharat Rozgar Yojana, or PM-VBRY, the payment is split into two instalments, with the second tied to completion of a financial literacy course on the EPFO member portal, according to the Employees’ Provident Fund Organisation and recent reporting by Indian financial outlets.

The scheme is designed for new entrants to the formal workforce who meet the eligibility rules. According to EPFO’s press release, workers must be registered with the provident fund body, earn no more than ₹1 lakh a month, and have jobs created between 1 August 2025 and 31 July 2027. The benefit is equal to one month’s EPF wage, capped at ₹15,000, and it is intended to support formal hiring while also encouraging saving and basic money management among younger workers.

The first instalment is released after six months of continuous service. The second comes only after the employee completes 12 months of work and finishes the financial literacy programme on the EPFO portal, according to EPFO and coverage by The Economic Times, Livemint and other outlets. That means joining a job alone is not enough to unlock the full amount. The worker must stay in employment and satisfy the administrative conditions attached to the scheme.

Officials have also built in a nudge towards long-term saving. EPFO says part of the incentive will be held in a savings instrument or deposit account for a fixed period before it can be withdrawn, reinforcing the programme’s broader goal of improving financial habits among first-time workers. The idea is to provide immediate support while also steering new employees towards better budgeting, saving and planning as they begin their working lives.

To receive the benefit, employees are being advised to verify their EPFO membership, confirm that their bank account is linked with Aadhaar, and check whether their employer is covered by the scheme. The financial literacy requirement is especially important for the second payment, and EPFO says workers should complete the course through the member portal and make sure the completion is properly recorded. For young salaried workers, the scheme could offer a useful financial boost, but only if every condition is met.
