India’s electric vehicle market is shifting from niche policy experiments to a significant industrial ecosystem, with sales soaring and exports expanding, driven by policy support and infrastructure growth despite ongoing challenges.
India’s electric-vehicle market is moving from a niche policy experiment to a broader industrial shift, with sales rising to 2.3 million units in 2025, according to data compiled by the India Energy Storage Alliance from the Vahan portal. That was roughly 46 times the 50,000 units sold in 2016, and it lifted EVs to about 8% of all new vehicle registrations, underscoring how quickly the market has widened beyond early adopters. Economic Times reported that electric two-wheelers led the expansion, while Uttar Pradesh emerged as the largest state market.
The growth is no longer limited to vehicle demand. India’s EV story now includes batteries, charging networks, software, manufacturing and exports. Industry data cited by the Economic Times and other market trackers shows that EV exports rose from $1.2 million in 2020 to $84 million in 2024, while the wider auto sector also strengthened its overseas presence last year, with exports of passenger vehicles and two-wheelers climbing, according to the Society of Indian Automobile Manufacturers. Analysts say this points to India’s effort to position itself in global supply chains rather than merely assemble vehicles for the domestic market.
Policy support has been central to the transition. The government’s FAME programme helped establish the initial market, and newer measures have shifted towards deeper industrial capacity. The Ministry of Heavy Industries’ PM E-DRIVE scheme carries an outlay of Rs 10,900 crore and includes support for more than 28 lakh vehicles, public charging infrastructure and electric buses. Separately, the scheme to promote manufacturing of electric passenger cars and the production-linked incentive programmes for automobiles and advanced chemistry cell batteries are designed to push localisation and reduce dependence on imports.
The charging network is also expanding, though unevenly. IBEF said India had 29,151 public charging stations as of December 2025, while other industry reporting put the figure at more than 52,000 when a broader count of stations and fast-charging points is used. That gap reflects differences in methodology, but both measures point in the same direction: infrastructure is growing fast, yet remains concentrated in certain states and urban corridors. Karnataka leads on charging stations in IBEF’s data, while Delhi, Maharashtra and Chandigarh have emerged as frontrunners in NITI Aayog’s electric mobility index.
Even so, major challenges remain. India still relies heavily on imports for critical minerals, battery cells and advanced components, leaving the industry exposed to global supply shocks and price swings. Upfront prices remain high, batteries must be recycled at scale, and the power system will need upgrades if EV charging is to avoid simply shifting emissions from tailpipes to the grid. For now, the clearest signal is that India’s electric-vehicle transition is becoming an ecosystem story, not just a sales story.
