Ujjwala beneficiaries are being urged to verify their Aadhaar and bank details before the festive season, amid warnings that incomplete e-KYC could delay subsidy payments or temporarily expose households to full-price refills.
LPG users in India are being urged to check whether their Aadhaar-based e-KYC has been completed, after fresh concern that incomplete verification could delay or disrupt subsidy payments ahead of the festive season. According to the Oneindia report, the issue matters most for beneficiaries of the Pradhan Mantri Ujjwala Yojana, the government scheme that provides cooking gas support to low-income households.
The subsidy at the heart of the dispute is the Rs300-per-cylinder benefit that the government raised in October 2023. Reuters-style reporting from business and financial outlets at the time said the increase lifted the support from Rs200 a cylinder and was designed to ease pressure on women beneficiaries using subsidised liquefied petroleum gas. LiveMint later reported that the ministry indicated the subsidy would apply to the first four refills each year, rather than the earlier nine.
The immediate problem is not the subsidy rate itself but whether consumers have completed identity verification linked to their gas connection. Oneindia reported that oil companies are asking users to finish Aadhaar-based checks to confirm the account holder’s identity and ensure the subsidy reaches the right person. If the process is incomplete, payments can be delayed and some consumers may temporarily have to pay the full market price until the issue is fixed.
There are, however, limits to what the verification rule can do in practice. Oneindia said the absence of e-KYC does not automatically mean a household will stop receiving cylinder deliveries, and that the effect can vary depending on the connection and the subsidy arrangement. Beneficiaries are being told to check the status through their distributor or official mobile apps, including IndianOil ONE, HelloBPCL and HP PAY, and to verify that their Aadhaar and bank account details match.
The wider debate has also reached the Delhi High Court. According to Oneindia, a public interest petition has challenged the practical burden of biometric verification for older consumers and people with disabilities, including those whose fingerprints may not register easily. The court issued notices to the Centre, the Petroleum Ministry and oil marketing companies, and asked for a response within two weeks. The government, meanwhile, has argued that verification is necessary to curb subsidy misuse.
Oneindia also said roughly 3.16 crore LPG consumers had not completed biometric Aadhaar verification, a figure that helps explain why the issue has drawn so much attention. A communication from the Petroleum Ministry to Indian Oil, Bharat Petroleum and Hindustan Petroleum on 17 September reportedly discussed possible restrictions for non-compliant consumers, including refill limits and the option of buying smaller cylinders at market rates. Even so, a proposal is not the same as a final rule, and consumers are being advised to confirm the current position with their gas agency before assuming any change in entitlement.
