India formalises single legal reference for time to enhance digital and infrastructure precision

The Indian government has introduced new rules to establish Indian Standard Time as a scientifically traceable, unified national reference, aiming to synchronise systems across the country and improve digital accuracy.

The Indian government has issued new rules aimed at turning Indian Standard Time into a single, legally recognised and scientifically traceable reference for official use across the country. According to a press release from the Department of Consumer Affairs, the Legal Metrology (Indian Standard Time) Rules, 2026 were notified on 27 August and published in the Official Gazette on 29 August, with the changes due to take effect 180 days later. The rules are intended to bring greater consistency to timekeeping in legal, administrative, commercial and digital systems.

The move is designed to reduce the problems that arise when banks, telecoms networks, power systems, transport operators and data centres all rely on clocks that are not aligned with a common national reference. The government says the new framework will make Indian Standard Time more than just the country’s official time zone; it will make it the benchmark to which critical systems can be traced and verified.

At the scientific end of the system, CSIR-National Physical Laboratory remains the national custodian of Indian Standard Time. The government says the laboratory generates and maintains the country’s time scale using atomic clocks and keeps it traceable to Coordinated Universal Time, the international standard used for global time synchronisation. That traceability is the foundation for proving that a given server, network or device is operating from the correct national reference.

Satellite distribution is also part of the plan. TV9 Hindi reported that ISRO’s NavIC system has a timing infrastructure traceable to Indian Standard Time, allowing precise time signals to be delivered through satellite-based systems. That matters for organisations that need highly accurate timing, where even small discrepancies can affect transaction logs, system coordination and forensic investigations after a cyber incident.

To make Indian Standard Time available across the country, five regional reference standard laboratories already maintain secondary time scales in Ahmedabad, Bengaluru, Bhubaneswar, Faridabad and Guwahati. The government said the 180-day transition period is meant to give departments, businesses and other institutions time to adapt their systems before the rules come into force. For ordinary users, the change should be largely invisible: the purpose is not to alter the time on watches and phones, but to give India’s digital infrastructure one authoritative time source.
