Prime Minister Narendra Modi announces a comprehensive strategy to embed AI across India’s industry, infrastructure, and talent pools, with a target to train one crore youth in AI skills within a year amid ambitious investments in chips, compute, and data infrastructure.
Prime Minister Narendra Modi has tied India’s AI push to a much broader industrial plan, saying the government will train one crore young people in artificial intelligence over the next year. The announcement, made in his Independence Day speech, places skilling at the centre of India’s attempt to build a domestic AI economy rather than merely consume imported tools.
According to DQ India, the pledge sits alongside a wider strategy that includes more compute, stronger data infrastructure, local chipmaking and greater energy security. The government has been expanding the IndiaAI Mission, which had pushed shared compute capacity beyond 45,000 GPUs by June 2026, while the YUVA AI for ALL programme had drawn 85.27 lakh enrolments by July 2026.
The scale of the training promise is striking, but it also raises a practical question: whether the one crore target will be met through existing programmes, new initiatives, or a mix of both. That distinction matters because basic AI literacy is different from the deeper skills needed to build and run AI systems, including data engineering, model operations, cybersecurity and systems integration.
India is also trying to widen the pool of AI-ready talent outside the biggest cities. The IndiaAI FutureSkills pillar is setting up 570 AI and data labs in tier-II and tier-III centres, while supporting fellowships and sector-specific courses in fields such as agriculture, healthcare, manufacturing and education. DQ India said the government has also selected 20 indigenous foundation-model proposals from 506 applications, covering large multimodal models and small language models.
The compute layer is expanding at the same time. Government data cited by DQ India shows that AIKosh hosted more than 14,000 datasets and 331 AI models as of July 2026, while the broader IndiaAI Mission had supported 93.18 lakh GPU hours by August through subsidised access to compute. For startups and researchers, that access remains one of the biggest barriers to building competitive AI products.
The physical infrastructure under AI is changing too. India’s data-centre capacity has risen sharply, and the government says AI and high-performance computing are major drivers of future demand. That puts electricity, cooling and grid reliability at the centre of the AI debate, especially as operators move towards liquid-cooling systems and denser server racks.
Modi also linked AI to semiconductors and research funding. India has approved 12 semiconductor projects with investment of more than ₹1.64 lakh crore, and the Union Cabinet approved Semicon 2.0 in July with an outlay of ₹1,27,500 crore. The government’s ₹1 lakh crore research and innovation scheme, launched in November 2025, is intended to support frontier areas such as AI, robotics, quantum computing and biotechnology.
The larger message from the Red Fort is that India’s AI ambitions are no longer being framed as a software story alone. They now span talent, chips, compute, data, power and long-term capital. In that sense, the one crore training target is less a standalone pledge than a test of whether India can build an entire AI stack at scale.
